    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Public Relations Committee of the Board of Directors was called to order at 3:00PM on April 28, 2026, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Dr. Brian Cullen, Chairman.

    YCAA PUBLIC RELATIONS COMMITTEE MEMBERS PRESENT WERE:

    Ken Scott, 2nd Vice President (exited the meeting at 4:12PM)

    YCAA PUBLIC RELATIONS COMMITTEE MEMBERS ABSENT WERE:

    REGULAR AGEDA
    1) April 28, 2026, Public Relations Committee discussion and overview of air service outreach efforts, including increasing community awareness and identifying ways the community can assist in recruiting and sustaining commercial air services.

    Ms. Brown, Airport Director, gave a briefing on the Volaire Air Service Forum held on April 13–14, 2026.

    The Committee then discussed the importance of community awareness, engagement, and involvement in supporting current air service and strengthening efforts to recruit and sustain additional commercial air service. Ms. Brown told the Committee that the YCAA will work with Volaire to identify what airlines need in order to keep the airport competitive when evaluating potential new markets, while also creating an awareness campaign to build support from local businesses. Additionally, the YCAA would provide education on what is required when serious discussions about new air service begin to take shape. For an airport like Yuma, efforts should focus on developing a regional, employer-backed travel bank, combined with a targeted Minimum Revenue Guarantee (MRG) for specific routes such as alternatives to PHX/DFW or new leisure markets. These strategies will be supported by leveraging the region’s military presence, cross-border demand, and by tying incentives to measurable outcomes like load factors and service frequency.

    2) April 28, 2026, Public Relations Committee discussion on MCAS Yuma Capital Improvement Program and Lobbying for Appropriations

    Ms. Brown, Airport Director, described how MCAS Yuma is unable, due to regulations, to promote or lobby political officials or entities on its own behalf and how the YCAA has historically taken on that role. She described how efforts can lead to investments in the airfield that benefit both the community and civil aviation. An open discussion followed, focusing on committee members’ background knowledge and understanding of the process, providing staff with suggestions and direction, and identifying significant infrastructure needed to support current and future programs.

    3) April 28, 2026, Public Relations Committee presentation and update regarding current construction projects, associated contracts, grant status, general aviation, marketing efforts, terminal improvements, aviation conferences, meetings, and items of interest with the city and county or other federal or state agencies. This will include, but is not limited to, additional information, FAA and ADOT grant updates, an overview of projects underway, airport operations, Rolle Airfield, airline recruitment and retention efforts, general aviation, future events, and other Airport business.

    Ms. Brown, Airport Director, stated there is no update at this time.
