    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Regular Meeting of the Board of Directors was called to order at 4:00PM on April 14, 2026, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

    APPROVAL OF MINUTES
    Mr. Craft, the YCAA President, called for a motion to approve the minutes of the March 10, 2026, Regular Board Meeting. Mr. Hann so moved. Mr. Scott seconded the motion. Motion passed unanimously.

    COMMITTEE REPORTS

    1) Finance Committee Chair, Stan Gourley, will provide a summary on the April 3, 2026, Meeting.

    - Intergovernmental Service Agreement (IGSA) Update – (Airport Director Update)
    - Aeronautical/Non- Aeronautical Revenue Projection

    2) Strategic Planning Committee Chair, Jenny Torres, will provide a summary on the April 8, 2026, Meeting.

    - Intergovernmental Service Agreement (IGSA) Project Updates & YPG Fire Truck Preventative Maintenance Contract with the City of Yuma (COY) – (Airport Director Update)
    - Land Development Update (DavCon)
    - Commercial Facility Leasing (potential clients)
    - Airport Capital Improvement Plan (ACIP) – (Agenda Item #1)

    Ms. Torres told the Directors that the Strategic Planning Committee recommended the Board of Directors approve the Yuma International Airport 2026 - 2030 and Rolle Airfield 2027- 2031 Airport Capital Improvement Plan (ACIP) as presented.

    REGULAR AGENDA
    1) Discussion and possible action to adopt the Yuma International Airport 2027 - 2031 and Rolle Airfield 2028- 2032 Airport Capital Improvement Plan (ACIP) as presented.

    Mr. Craft presented the FAA ACIP for 2027-2031, as well as the ADOT ACIP 2028 - 2032 (which is for FY 2027)

    Mr. Hinkle described the planning process necessary to obtain FAA capital improvement funding which involves the development of an Airport Capital Improvement Program (ACIP) which is reviewed and ultimately approved by each grantor agency.

    Mr. Craft, the YCAA President, called for a motion to adopt the Yuma International Airport 2027 to 2031 and Rolle Airfield 2028 to 2032 Airport Capital Improvement Plan (ACIP) as presented and any minor revisions as discussed with the FAA and ADOT during the review process which will be in the upcoming weeks. Mr. Gourley so moved. Mr. Scott seconded the motion. The motion passed unanimously.

    2) Monthly report by Chief Financial Officer on current financial status.

    Mr. Hinkle, Chief Financial Officer, briefed the Board on our current financial status. Mr. Hinkle also provided an update on operations by the airport’s Rent Car Agencies, Airport’s Parking Lot and Brewers restaurant.

    MILITARY LIAISON
    LtCol John J. Leone, USMC, Military Liaison provided updates at MCAS Yuma.

    3) Presentation and update regarding current construction projects, associated contracts, grant status, general aviation, marketing efforts, terminal improvements, aviation conferences, meetings, and items of interest with the city and county or other federal or state agencies. This will include, but is not limited to, additional information, FAA and ADOT grant updates, an overview of projects underway, airport operations, Rolle Airfield, airline recruitment and retention efforts, general aviation, future events, and other Airport business.

    Mr. Craft, the YCAA President, provided updates on IGSA projects and American Airlines load capacities. He asked the Board whether it would be beneficial to include data on delayed and canceled flights in future presentations, including the duration of delays and the frequency of cancellations, if this information is available. Several Directors confirmed that the information would be of value. He then noted that ongoing engagement efforts, events, and partnerships were summarized in the Executive Summary, highlighting the Airport’s continued involvement in the community.
