Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Election and Personnel Committee Meeting of the Board of Directors was called to order at 2:30PM on May 7, 2025, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Reetika Dhawan, Committee Chairwoman.

There were no Public Comments.
REGULAR AGENDA
1) Election and Personnel Committee discussion and/or consideration of the existing employment contract of the Airport Director.
Ms. Brown, Airport Director, went over a revised version of her existing Employment Agreement, which contained a number of proposed changes.
Ms. Brown, Airport Director, began by describing her plan to reduce risk to the YCAA resulting from certain administrative tasks being performed by two key employees, the Airport Director and CFO by utilizing consultants to perform certain functions of Airport Management such as developing the Airport Capital Improvement Plan (ACIP), preparing applications for Passenger Facility Charge (PFC) programs, preparation of Federal and State Grant Applications, environmental compliance documentation and Airline Service Expansion. This plan would avoid the need to bring on an Assistant Director. She then described the financial aspects of this plan in some detail including contrasting the cost of additional professional services to the cost of hiring an Assistant Director.
After a brief discussion on this plan, Ms. Brown then described the financial terms contained in her proposed contract which included a discussion of the YCAA wide personnel salary schedule for FY26.
At Ms. Brown’s request the members of the Committee discussed the financial aspects of her proposed contract, as well as, the FY26 proposed salary schedule without going into Executive Session. A discussion ensued on the merits of Ms. Brown’s participation in managing the YPG IGSA contracting process and staff’s ability to meet this challenge.
The consensus of the Committee was to meet once more ahead of the Airport’s formal evaluation process to discuss the proposed contract in some detail.
The consensus of the Committee is to meet one more time to discuss a detailed proposed employment contract of the Airport Director.
